I'm gonna go with B. If the cluster is recovering from a vSAN failure, that would make sense for the components to be in a reconfiguring state while the system repairs itself.

I think it's C. Modifying the storage policy would definitely cause the components to enter a reconfiguring state as the system adjusts to the new policy.
