It's also possible that since the hosts are managed by vSphere Update Manager, firmware updates are restricted.

Or maybe the administrator needs to first deploy the server vendor Hardware Support Manager and import the appropriate server vendor bundle to enable firmware addons.

I believe another reason could be that the vCenter server version is older and doesn't support firmware addons.

That makes sense. If all hosts are already up to date, there would be no need to add firmware to the image.
