I believe Horizon deployed on VMware Cloud on VMware could also be a good option, as it would provide resiliency in case of another disaster recovery failure.

I agree with Marge. Horizon Desktop on vCloud Air and VMware Cloud on AWS would definitely increase capacity and resiliency.
