Hah, failover to the passive Repository? That's overkill for these symptoms. I'd go with the index rebuild option.

I'm not sure about rebuilding the index. Maybe resetting the Elastic Load Balancer could also help in this situation.

Definitely option C. Resetting the index should help get things back on track. A blank list of sites and projects sounds like an indexing problem to me.
