I always forget where the apps are supposed to go. Maybe I should just deploy the apps straight to the Forwarders and skip the Deployment Server entirely. What could go wrong?

Definitely C. The Deployment Server is where the app should be before it's deployed. Anyone who says otherwise is just trying to fork the deployment process.
