C) Restricting channel creation to Owners only? That's just asking for trouble. Teara might as well put up a sign that says, "Direct Messages Only" and be done with it.

D) Changing the policies and allowing everyone to create channels is the way to go. Keeping everything forever seems a bit overkill, but at least it'll encourage people to use the public channels instead of DMs.
