I'm going with C. The customPromotion-beans.xml file is the place to define our custom beans, and the Rule Aware Object is definitely a custom bean, so that's where it should go.

B is the way to go! The customPromotion-spring.xml file is where we configure our Spring-based components, including the Rule Aware Object. It just makes sense to put it there.
