Nah, I don't think it's stopped in the cleanup process. That's just for cleaning up after the conversion. I'm going with Option C - early in the downtime.

Hmm, I think it's stopped before the downtime starts. That way, the downtime can begin with the actual migration, right? Option B gets my vote.
