B is definitely not correct. 10 levels? Wow, that's a lot of bureaucracy. I bet the project manager who came up with that idea has a really long job title too.
C is wrong - you can't just assign a WBS element to a different project. That's like trying to use your neighbor's lawn mower to mow your own lawn. It just doesn't work that way.

Definitely A, D, and E. I mean, who wouldn't want a WBS element that's a planning element, an account assignment element, and a billing element all at once? Talk about efficiency!
A, D, and E are correct. You can have multiple WBS elements per level, and a WBS element can serve different purposes. But a 10-level limit is just silly - who needs that many levels?
