I agree with A, C, and D. The flexibility to have WBS elements serve multiple purposes is really handy. I once had a project where our WBS was so elaborate, it could have doubled as a Sudoku puzzle!

B is definitely wrong. There's no limit on the number of levels in a WBS. E is also incorrect - there can be more than one level 1 element.
