Haha, hard-coding competencies in the XML? That's like trying to change the oil in a car with a pair of chopsticks. Option D is definitely not the way to go.
I think options B, C, and E are the correct answers. The competencies mapped to the user's job roles, the ability to add them manually, and the manager's ability to assign core competencies all make sense.
