I'm going with A, B, and C. Administrators should have the power to assign competencies, and the job-specific and user-editable sections make sense too.

I think options B, C, and E are the correct answers. The competencies mapped to the user's job roles, the ability to add them manually, and the manager's ability to assign core competencies all make sense.
