I'm torn between B and C. A Fixed Value holding multiple values per period is pretty interesting, but Formulas and Lookup Tables also seem like a core feature.

Haha, Fixed Values can't be used in Rate Tables? That's like saying water can't be wet. Option A is clearly wrong.

I'm gonna go with D. A Fixed Value can act as a placeholder in a rule, which seems like a key characteristic.

Option C makes the most sense to me. Fixed Values can definitely contain Formulas and Lookup Tables.
