C'mon, 250 seconds for a nightly report? That's nothing. The real problem here is the 1000 records in the service call summary. That's gotta be the one that causes the hard stop.

I think the answer is A. 21 different DTOs in a single report would definitely cause a hard stop. Too much data to process at once.
