A) Users is the way to go! You want to share data with specific individuals, not just broad groups.

I'd go with B) Profiles. That way, you can control access at a more granular level than just Roles.

C) Roles seems like the obvious choice here. Profiles and Users are too broad, but Roles allows you to target specific groups with your sharing rule.
