Definitely A and C. SMS and in-app messaging are the way to go. Though I have to wonder, did the person who suggested Facebook Messenger get their tech advice from a fortune cookie?

A and C, no doubt about it. SMS and in-app messaging are the logical choices for customer push notifications. Though I have to say, the Facebook Messenger option sounds like something a social media-obsessed teenager would suggest.
