D) Action Plan template changes have to be requested to Salesforce support team. Classic bureaucratic move. Bet they'll take weeks to process that request too.

I'm going with C) Once published, an Action Plan template cannot be changed. Figures they'd make it a pain to update anything in a government agency. Red tape for days!
