I'm with Glory and 2 on this one. The mobile publisher (option D) and the desktop/phone options (option C) seem like the best bets. Although, if I was the admin, I'd probably go with the mobile publisher just to show off a bit. 'Look at me, I'm a mobile deployment wizard!'
