I'm going with C. As long as the overall coverage is good, the deployment should go through. Maybe the developer was just lazy with the test method, but as long as the numbers look good, they're good to go!

Yeah, the test method calling the static method directly might not be ideal, but as long as the numbers are good, it should be fine.
