What could be the cause or the charges to routing?
Hah, looks like the admins at Cloud Kicks are having a real case of the Mondays! I'd go with C - the assignment rules are probably referencing the wrong fields.
I think the answer is B. The flow precedes assignment rules, so the workflow rules are executed after the assignment rules, which could cause the unexpected routing.
