Option B is the way to go. Without the marketing user feature, the admin is about as useful as a chocolate teapot in this scenario.

C is the answer. The Import Wizard is limited to those standard objects, no fancy stuff like Campaign Members allowed.

I heard that Import Wizard is only available for the Standard objects Accounts, Contacts, and Leads. Maybe that's why Campaign Members object is unavailable.
