Option B looks good too. Having multiple business units connected to existing Salesforce orgs could work if they want to keep some autonomy for each department.

I agree with Tiara. A single Salesforce org with Marketing Cloud is the way to go. It'll be easier to manage and maintain than having multiple orgs.

Option C makes the most sense. Having a single, consolidated Salesforce org with Marketing Cloud will give them the centralized control they need while still allowing each department to manage their own processes.
