Option C with a public group? That's overkill for this simple request. A and D are better choices in my opinion.

B is not the right choice here. Adding an app with the Leads tab won't restrict the contractor's access to just viewing the records.

Option A seems like the most straightforward approach. A permission set with View All on Leads would do the trick.
