Maybe the Campaign Member option is only available for Update.

C) Import Wizard is only available for the Standard objects Accounts, Contacts, and Leads. Typical Salesforce, making things more complicated than they need to be.

A) The Salesforce.id field is required and was missing from the file. Rookie mistake, always double-check your data before trying to import!

D) The Compaign Member option is only available for Update. I've run into this before, it's a common limitation of the Import Wizard.

B) The marketing user feature license assignment is missing on the admin's user record. This sounds like the most likely reason to me. Without the proper license, the Campaign Members object would be unavailable.
