I'm not sure I buy option C. Agile teams can work great with external vendors if they're the right fit. It's the procurement process that's the real challenge here.
The procurement processes are definitely a pain point for agile teams. Option A hits the nail on the head. Agile is all about flexibility, and rigid procurement policies can really hamper that.
