I'm pretty sure the answer is B, C, and D. The redo transport lag staying the same means the bottleneck is on the standby side, not the primary. Those bulk operations would definitely slow down the apply process.

I agree, those three options seem like the most likely culprits. An undersized undo tablespace or shared pool could also contribute, but the redo transport lag not increasing points to the actual apply process being the issue.
