I'm leaning towards answer D. PEI advertising a MAC route for MAC-OI when VPLS 20's SAP is UP seems plausible.

I disagree, I believe the correct answer is C. PE3 signals a service label to PE4 when its VPLS 20 is enabled.

I think the answer is A, because the flooding list for VPLS 20 only contains PE2, PE3, and PE4.
