D seems like the most likely answer to me. No Hello packet means no neighbor relationship. Simple as that.

I'm not sure, but I'm leaning towards A. If the router hasn't received a database description packet, then it can't establish the neighbor relationship.

I think the answer is C. The interface is in a different area than the neighbor router, so they won't be able to establish an OSPF adjacency.
