I'm going with B. The interface facing the neighbor is down, so the router can't see the neighbor. Simple as that.

I'm going with D. If the router hasn't received a valid OSPF Hello packet, it wouldn't show any neighbors.

Hmm, I'm not sure. Perhaps the interface is down or the router hasn't received a valid OSPF Hello packet. Those seem like more plausible causes.
