I don't know, but I'm pretty sure the answer is not B. Forwarding class is definitely a factor, unless the packets are just teleporting through the network or something.

I bet the answer is A. Profile/priority state of a packet has got to be the key thing they look at. That's the whole point of prioritizing traffic, isn't it?
