Hey, why not just use a good ol' vault, like HashiCorp Vault? That way, we get all the secret management and encryption we need, plus it's cloud-agnostic. Then we can use something like Envoy for the mTLS part. But hey, what do I know, I'm just the guy who still uses a flip phone.

Flux? Nah, that's for GitOps, not managing secrets. Envoy? That's just a proxy, not a full-fledged solution. Dapr, now that's an interesting choice - it handles all the microservice plumbing, including secrets and mTLS. Istio is the way to go, hands down!
