I'm leaning towards Option D. The 'List apps in tenant' request seems like it would provide a comprehensive list of all the apps, which we could then filter to find the ones built internally.

Option C is my pick. The 'List apps in catalog' request would let us see all the apps available in the Teams client, including the ones developed by our IT department.
