* There is insufficient CPU to execute dataset refreshes.

* Out-of-memory throttling occurs when the dataset is waiting.

You need to recommend a solution to resolve the performance issues.

Absolutely. I mean, the question even states that we need to 'recommend a solution to resolve the performance issues'. Changing the licensing doesn't really resolve the CPU and memory problems, it just changes who can access the capacity. I'm going to have to go with 'No' on this one.

You know, I was just thinking the same thing. It feels like the question is looking for a solution that directly addresses the performance issues, not just a licensing change. We need to think about ways to optimize the dataset refresh process or add more resources to the Premium capacity.

Yeah, I agree. Assigning Premium per user licenses is more about licensing and access control, rather than directly improving the performance of the dataset refreshes. I'm not sure that would be the right solution to the problem described in the question.

Hmm, this is an interesting question. From what I understand, the key issue here is the performance of the dataset refreshes due to insufficient CPU and out-of-memory throttling. Assigning Premium per user licenses to all workspace members doesn't really seem like it would address those underlying performance problems.
