Sounds like a plan. I'd go with options A and C - create the dataflows and reports folders in the storage account, and then link the workspace to the storage account. That should do the trick.

Agreed. I think the best approach here is to create the folders in the storage account first, and then integrate the workspace with the storage account. That way, we can preserve the existing reports and dataflows in the workspace.
