This is a tricky one, but I think C is the way to go. It's the only option that meets all the requirements without creating new host pools.

D doesn't seem right since a scaling plan is for managing capacity, not testing updates. B could work, but I'm not sure if the validation environment feature is available on the smaller Pool2.

I think the answer is C. Enabling the validation environment on Pool1 makes the most sense since it has the larger capacity and can be used to test updates before they reach general availability.
