D sounds promising to me. Uploading a new pristine configuration could reset the devices and get them out of the quarantined state. Seems like a quick fix.

I think the answer is B. If the devices are in the OOS-Quarantined status, there must be some hardware issues that need to be fixed before they can be added to the blueprint.
