I don't think either A) or B) is correct. I would go with D) Create a Repository Service for the new repository that has no tables, and then click and drag the source repository to the new repository in the Repository Manager Tool.

I disagree, I believe the right answer is B) Backup the source repository to a file, create a Repository Service for the new repository that has tables, and then restore the backup file to the new repository.
