I'd avoid the BA just selecting the 'correct' requirements on their own. That's a recipe for missed requirements and unhappy stakeholders. Gotta get everyone in the same room to hash this out.

I believe the project manager should also be involved in the review meeting to provide their input and make a decision.

While the project manager's input is valuable, they shouldn't unilaterally decide which requirements are relevant. That could lead to bias and miss important stakeholder needs.
