I believe the issue might be related to the fact that the RP is statically configured while RTA is not.

I agree with that could cause RTB to fail the RPF check of the source.

I think the reason could be that there is no unicast route from RTB to RTA.

That could also be a reason. If the RP is not configured correctly on RTA, then it might not be able to see the multicast source.
