C is the way to go. Trying to have the leaf switches do all the heavy lifting with iBGP would be a headache. Let the spines handle the reflector duties.

I disagree, I believe option C is the right choice as at least one spine switch should act as route reflector.

I agree with Ezekiel. Using the spine switches as route reflectors is the standard design for EVPN VXLAN. The leaf switches can then just focus on their primary function.

Option C seems the most logical choice. Having a spine switch as the route reflector makes the most sense in an EVPN VXLAN topology.
