I'm not sure if I want to rely on Google Cloud Support. I think option A might be quicker if I search for specific users in Google Vault.

I think the best option is to contact Google Cloud Support to enable the Data Export tool for our organization. It will save us a lot of time.

Option D is the clear winner here. I mean, can you imagine trying to get 1,200 users to manually export their data? That would be a total nightmare. The Data Export tool is the way to go, no doubt about it.

Yeah, D is definitely the way to go. I don't fancy the idea of having to search through Google Vault or instruct all 1,200 users to manually export their data. The Data Export tool sounds like the perfect solution here.
