I'm going with C) SIP Server fails to open the SIP port. Sounds like a classic case of a server not being able to listen on the right port. Happens more often than you'd think!

A) Stream Manager is not registered with SIP Server is an interesting choice, but I don't think that would directly cause the 'Service Unavailable' status. Probably more of an indirect impact.
