I believe the Default Route Number is primarily used when IVR Server cannot find an available agent to route the call to. So option B seems like the most accurate answer.

But what if the IVR Server is unable to contact the Solution Control Interface (SCI)? Wouldn't that also trigger the use of the Default Route Number?
