I think it's important to have a Default Route Number set in case any part of the system fails to ensure calls are still routed efficiently.

That's a good point, It could serve as a failover when there are communication issues with different components.

I personally believe it could also be used when the IVR Server cannot reach the Solution Control Interface (SCI).

I think the Default Route Number is used when the IVR Server is unable to contact the Universal Routing Server (URS).
