A) Project Review Committee might also be involved in reviewing the documentation, but ultimately the Process Owner should be the one responsible for it.

I think the answer is D) Process Owner. It just makes sense that the responsibility for the Documentation Plan would be transferred to the Process Owner after the project is complete.
