Phishing is definitely a Tactic, used to gain initial access. I'm leaning towards Reconnaissance and Discovery as the other two correct answers.

Rootkit? That's definitely a technique, not a Tactic. And BITS Jobs? I have no idea what that is in the context of MITRE ATT&CK.
