I'm going with B) Strategic governance board. The SSG seems to be the top-level decision-making body for all things related to new products, services, and supporting technologies. That's a pretty strategic role if you ask me.

I'm not so sure. The fact that the representatives are empowered to make decisions on behalf of their organizations makes me think this is more of a Tactical governance board. It has some strategic elements, but the decision-making authority suggests a more operational focus.
