The Scrum team is implementing notifications on the time of day an out-of-stock item arrives at a nominated store. The team does not have access to the inventory data which is managed by the information management team. This forms a major roadblock Since this feature has high external value it is important that the roadblock is removed.

Option C is the best choice here. The Scrum team are all trained professionals, so they should be able to figure this out without the Scrum Master micromanaging everything.

I'm picturing the Scrum Master doing some kind of interpretive dance to negotiate with the information management team. That's the only way I'd accept 'D' as the correct answer.

Letting the team solve this problem on their own is a nice idea, but they can't do that without the necessary data. The Scrum Master needs to step in and facilitate a conversation with the information management team.

Asking the Product Owner to move the backlog item to the product backlog seems like a cop-out. The Scrum Master should be coaching the team to find a solution, not just pushing the problem aside.

I think the best way is to negotiate with the information management team for access to the data. That's the only way the Scrum team can really move forward on this high-value feature.
