Hmm, that's a fair point. But I still think the Management Network is the most likely answer. I mean, you could always create users later, but if you don't have a management network set up, how are you even going to access the system?

I don't know, you guys. I'm kind of leaning towards B) Default Users. I mean, sure, the Management Network might be optional, but don't you think they'd want us to have some basic user accounts set up right off the bat?
