Option C seems the most likely to me. The 'Re-Create Feature Branch' checkbox is crucial, and if Dave missed that, no wonder he didn't see a new branch pop up.

I'd say it's option A. If the base branch was set to master and the component wasn't in production, deleting it wouldn't require a feature branch. Simple as that.
