D seems more likely to me. If changes were made to the job configuration while builds were already in the queue, that could cause the builds to get stuck waiting.

I think B is the correct answer. If there are only 4 executors on agent A and 2 are already in use, the remaining 2 would be insufficient to handle the other builds in the queue.
